Steve began his career as legal counsel to Montana’s Secretary of State before becoming Executive Assistance Attorney General and acting Chief Deputy Attorney General of Montana. Later, as an advocate for Steptoe and Johnson, he went into private practice.
He worked as an assistant professor at George Washington University Law School before returning to Montana and starting his law firm. He was appointed Attorney General of Montana in 2008, and he served one term from 2009 to 2013. On September 7, 2011, he declared his campaign for Governor of Montana.
The seat was vacant in 2012 because current Governor Brian Schweitzer, a Democrat, was unable to run for reelection due to term restrictions. He defeated Republican contender Rick Hill in the general election with 48% of the vote after winning the Democratic primary with 87% of the vote.
He was re-elected in 2016 with 50.2% of the vote, defeating Republican challenger Greg Gianforte. From 2018 to 2019, Steve served as President of the National Governors Association. He ran as a Democrat for President of the United States in 2020. After abandoning his presidential candidacy, he proclaimed his intention to run for the United States Senate in the 2020 election.

Leary also went aboard the state plane far more frequently than any other Montana official. During a gubernatorial debate in 2016, Steve was asked if he had ever had an extramarital affair, and he denied the charges.
