David Satcher is a physician and public health executive from the United States. He was the 10th Assistant Secretary for Health and the 16th Surgeon General of the United States. He was a four-star United States Public Health Service Commissioned Corps admiral.

Satcher earned a Phi Beta Kappa degree from Morehouse College in Atlanta in 1963. In 1970, he earned his M.D. and Ph.D. in Cell Biology from Case Western Reserve University, where he was elected to the Alpha Omega Alpha Honor Society.

He received his residency and fellowship studies at Strong Memorial Hospital, the University of Rochester, the UCLA School of Medicine, and Martin Luther King Jr.-Harbor Hospital. Dr. David Satcher is a member of the American Academy of Family Doctors, the American College of Physicians, and the American College of Preventive Medicine.

He is board-certified in Preventive Medicine. Satcher joined the Omega Psi Phi fraternity and is an initiate at Morehouse College’s Psi chapter.

Satcher was born in the Alabama town of Anniston. He got whooping cough when he was two years old. Jackson, a black doctor, came to his parent’s farm and told them he didn’t expect David to survive, but he spent the day with him and told them how to give him the best chance he could. Satcher stated that hearing that tale as a child inspired him to become a doctor.

Professional Career of Dr. David Satcher

From 1979 to 1982, Satcher was a lecturer and Chairman of the Department of Community Medicine and Family Practice at Morehouse School of Medicine.

He has previously served on the faculties of the UCLA School of Medicine, the UCLA School of Public Health, and the King-Drew Medical Center in Los Angeles, where he founded and headed the King-Drew Department of Family Medicine.

He was the interim Dean of the Charles R. Drew Postgraduate Medical School from 1975 to 1979, during which time he negotiated the agreement with UCLA School of Medicine and the Board of Regents that resulted in a medical school program at King-Drew.

He also served as the director of the King-Drew Sickle Cell Research Institute for six years. From 1982 to 1993, Satcher was President of Meharry Medical College in Nashville, TN. From 1993 to 1998, he was also the Director of the Centers for Disease Control and Prevention and the Chief of the Agency for Toxic Substances and Disease Registry.

Satcher held the posts of Surgeon General and Assistant Secretary for Health at the US Department of Health and Human Services. As a result of his dual roles, he is the first Surgeon General to be named a four-star admiral in the PHSCC.

Satcher published the 1998 Surgeon General’s report, “Tobacco Use Among U.S. Racial/Ethnic Minority Groups,” in his first year as Surgeon General.

In it, he reported that adolescent tobacco use was increasing in all of the country’s main racial and ethnic groups, endangering their long-term health prospects.

Satcher was appointed by Bill Clinton and served as Surgeon General until 2002, during the first part of President George W. Bush’s administration. In 2001, Eve Slater took over as Deputy Secretary of Health.

Satcher was reverted and downgraded to vice admiral in the regular corps for the rest of his time as Surgeon General because he no longer held his dual office. His agency issued the report The Call to Action to Promote Sexual Health and Responsible Sexual Behavior in 2001.

The report was hailed by the head of the American Academy of Family Physicians as an overdue paradigm shift—”The only way we’re going to change approaches to sexual behaviour and sexual activity is through education.

Not only in school but also at the doctor’s office.” Conservative political organizations, on the other hand, slammed the report for being too tolerant of homosexuality and condom distribution in schools. Satcher retired with the rank of vice admiral when he departed office.
